Board-Certified Prosthetist Orthotist

ABC Cert #CPO02845

Spencer Doty, MBA, CPO is the founder and president of ARCLYFT Health. A board-certified prosthetist and orthotist (ABC Cert. #CPO02845), he brings more than 20 years of experience spanning clinical care, multi-state operations, payer relations, and business development across DME and O&P.

Spencer previously served as President, Chief Operating Officer, and Clinical Director of Active Life, where he spent more than 15 years in direct patient care before transitioning fully into executive leadership. Under his leadership, Active Life expanded into a multi-state clinical organization with more than 12 locations and over 100 employees, providing complex O&P care across a broad range of patient populations and specialty service lines. The organization was acquired by Ottobock in 2020.

Following the acquisition, Spencer remained with Ottobock Patient Care for several years, ultimately serving as Vice President, Western United States, with responsibility for clinical operations across five western states.

Spencer later joined SuperCare Health, a leading respiratory DME provider, where he served in payer relations and business development leadership roles. His work included health plan strategy, joint operating committees, capitated arrangements, payer escalations, and the development of new service lines, including the launch of SuperCare Diabetes.

Across these roles, Spencer has worked at the intersection of clinical care, operations, payer relationships, and business strategy—providing the practical, provider-side perspective that now informs ARCLYFT Health's work with healthcare organizations.

Spencer holds an MBA from La Sierra University and is board-certified through the American Board for Certification in Orthotics, Prosthetics & Pedorthics. He has also served as an instructor at Loma Linda University's School of Allied Health, is a contributing author to Lovell and Winter's Pediatric Orthopaedics, 8th Edition (Wolters Kluwer), and provides independent expert witness services in orthotics, prosthetics, and DME matters through www.spencerdoty.com.

Why ARCLYFT Health?

The provider-side perspective, brought to the payer side.

For more than a decade, Spencer worked directly with the health plan and managed care functions responsible for DME and O&P spend — contracting, utilization management, medical directors, and network management — managing payer relationships, negotiating contracts, leading Joint Operating Committees, resolving escalations, and expanding capitated agreements.

That's a different vantage point than vendor-sourcing and referral platforms, population health services, claims-software vendors, or generalist healthcare consultants bring. ARCLYFT understands not just what utilization patterns look like in claims data, but what may actually be happening operationally and clinically inside the provider and vendor organizations generating them.

That includes subtler patterns — such as replacement and re-supply cycles that may run ahead of medical necessity, inconsistent utilization across providers or locations, and service-level performance that may not surface through a standard claims audit alone. Addressing these opportunities can create sustainable cost savings and operational efficiencies, particularly for organizations operating under value-based and risk-bearing models.

ARCLYFT Health brings that operator-level perspective directly to health plans, medical groups, IPAs, and health systems as a dedicated, independent advisory practice. The goal is not simply to identify higher spend, but to understand what's driving it, where intervention is warranted, and where it isn't.

Many DME and O&P providers deliver appropriate, timely, high-quality care. But inappropriate utilization, billing variation, inconsistent SLA performance, and underperforming vendors can increase costs and contribute to broader authorization requirements and reimbursement pressure across an entire network. ARCLYFT helps organizations identify those opportunities more precisely — protecting healthcare spend, improving vendor performance, supporting high-performing providers, and preserving appropriate access to care.
